Ive used Lotrimin and Tinactin (Tolfanate)with great success. Fungal infections, characterized by irregular circular patches, scales velvety in appearance and more yellowish but can be gray looking in color, are more common from high humidity with poor ventilation or husbandry probs(laying on soiled substrate or water 'puddles' on basking branches or flooring) If you suspect its fungal...I'd disinfect everything with a stronger (1:15) bleach water solution including basking branches, throughly rinse and dry before reintroducing ig.
Are you sure this isn't just retained shed?
Retained shed spots on an iguanas belly often go unnoticed.Your ig is at an age where he's shedding frequently and you just may have missed it..You might want to try a good warm (about 86 degrees) bath after soaking a bit use a baby brush, wash rag,or old sock gently brush/blot the area and see if that will not help lift it off, apply any oil you have on hand...vitamin e oil, baby oil, vegetable; olive oil to spots and see if that helps.
If its fungal Betadine won't work, but expect even with anti-fungal ointments this will take a month or two(?) to heal its on his belly and it will be hard to keep him from rubbing it off. May want to put a/f ointment on late at night..before lights out so he'll stay put and let it work ;-)
