When you plant them, or anything else really, is based on what planting zone you are in. There should be some info on the seed pack or at the very least a website address where you can go for help. Your zone is based on what part of the country you live.
I start my seeds inside so that I can get to harvest a little earlier. I usually start them in March but with all the snow and cloudy days this year, I decided not to start my seeds until closer to the end of April. I have found that WalMart generally has the best prices for gardening supplies .... I get the peat pots to start my seeds in as they can be placed directly in the ground and will dissentigrate.
As for fertilizer, I use a natural chicken/cow blend manure. No chemicals and I only have to amend the soil once at the beginning of the season (which is a durn good thing because it STINKS!! lol)Be careful if you decide to start your seeds in doors and read the bag of soil you choose carefully. Some soils are pre-amended with chemical fertilizers.
Other than that I add water as needed and let Mother Nature do the rest. I have found that I usually get the best results when I start with seeds vs. buying seedlings from any source. I bought $100.00 worth of plants from one of those mail order companies last year and EVERYTHING I bought through them died. :(
