What temp before its safe to go outside for some sun?

What should the temperature be before I take Double D out for some TOTALLY SUPERVISED play time? I am about positive shes never seen the outside, or grass, or the sun except through the window. Its just getting warm here (ohio) but what temp is safe. We can not have an outdoor pen at all as its against landlord rules plus with all the stray cats I wouldnt trust it. Ill be outside with her on her leash.
