Yes, this is definitely too many as a 10 gallon tank isn't big enough for 1 iguana. Unfortunately, I don't think there are any hard and fast "rules" to govern pet stores regarding this otherwise we'd be able to take easier action against them for it.
Three things you may be able to do: 1.) Contact your local animal control and lodge a formal complaint. 2.) Contact your local USDA office and lodge a formal complaint. The USDA licenses shops, I believe, someone correct me if I'm wrong. 3.) Contact your state veterinary office and let them know about the situation as they are more than likely the ones who physically do the inspections on shops. Is it a "mom and pop" shop or some kind of chain ??? If it's a chain there may be more that you can do.
