I called them and they had me call the Maine Warden Service and ask for the importaion section. I did, and explained my situation. they said that a permit is a one time fee of $25. They told me that I may not need to get a permit depending on the circumstances. They asked my to send in a letter explaining where and when I got Lucy and the present circumstances. I will do that today. Thanks for your help with this! Russell, Cindi, and Lucy.
