Well,

It is a "sheath" that covers the claw. Like a clear glove, only on the nails themselves. That way, the Ig/Cat/Dog still has the use of their nails/claws, only they are "muted". In other words they can still function, but are not sharp enough to damage anything (like furniture, skin...)
