Personally, i wouldnt go with concrete.
One, it heats up like hell, and unless the cage is huge and highly ventilated (which though can cause chills...) or made of wires, it can cause superficial burns on the ig's belly. I suppose this is an out-door enclosure, but it can still heat up badly.
Second, it can be quiet abrasive for the tender underside, causing scratches, and infections if they are exposed to feces.
The good side is easy washing, and the nails get "filed" naturally, though a HARD surface can cause discomfort, pain, overgrowth, and breakage of the nail tips.
Going to HomeDepot shouldn't cost that much, but i wouldn't do it.
If you want easy cleaning, get something like astroturf (i use it).
I have two sets, all cut up in tiles. When one area gets soiled, i lift it off, and put a clean one in. Meanwhile, i dip the other in water/soap/bleach, let dry, spray lysol, rewash, and let dry.
If your ig is potty-trained, then concrete is completely useless.
It doesn't even hold humidity well, so the cage might get a bit dry.
