Generally, privately owned stores will read NIAD care sheets and will improve conditions. This is generally. We have one in VA Beach where the owner has been twice convicted of animal abuse and PETA is asking people to watch close. Wish I could say "Three strikes and no license" but they will have to run him out.
I do know that I was appalled at the conditions of the reptiles and emailed PETA when I got home. They forwarded my email to Animal Control who charged him, but most of that was for bird abuse. He was convicted and fined.
I gave him a care sheet a year prior to this and it was obvious that he wasn't interested in anything that I had to say.
