Vitamin E

I recently had this same problem and there was some very stubborn spike sheds stuck for so long that my poor Spunky lost 2 whole spikes. Vitamin E oil was recommended and I used it, rubbed gently into the stubborn areas, and I now have only 1 or 2 left to get. You can also try to extra soaks with a warm towel draped over the spikes, in addition to the regular soaks, but I believe the Vitamin E was the miracle here.
