Don't pay too much attention to growth charts. Just like humans grow at different rates, so do iguanas.
However, if you're really worried, maybe you should look at environmental factors. Could it be stressed? Is it enclosure too small, thus stunting its growth? Is it getting enough food? Lighting\Heating? Are there other iguanas kept in the enclosure with it?
