My male has something very similar to this. He also seems to get it more often when he's not getting as much liquid intake as he needs to...you can lead an ig to water, etc. etc. *grin* It also tends to crop up more when he's eaten something that was messy to begin with such as mushed fruit. Our female has never gotten it and the care & feeding are exactly the same. The difference is that he's a messy eater and she isn't.
If you haven't run across this article yet you might want to take a look at it. I've tried the q-tip trick but it seemed to stress him and frankly because of the "stick" part I was afraid I'd wind up hurting him & setting him up for infection. So, my personal best method is a soft washcloth with slightly warm water to clean around the mouth area and to gently swab the gum area.
Oh yes....might want to double check the signs of ulcerative stomatitis (mouthrot). I honestly can't remember them right now but I remember comparing the 2 when Thunder starting doing this and he more closely resembled the crusty thing.
One other thing and thanks for bringing this up because I keep meaning to remember to do this myself!!! I've been thinking about using one of those syringes with the flexible tubing on the end to slip in the tip and "flush" the gum area. If someone else reads this and thinks this might run the risk of getting water down the wrong pipe, speak up! Obviously, I haven't tried it yet since it keeps slipping my mind ;o) And I wouldn't want to if there's any risk.
