While letter writing campaigns, etc are excellent ideas, they may take more time than an animal has to make any kind of immediate changes.
Give your local USDA office a call to let them know. If the shop has other "exotic" animals their license could very well be in jeopardy. If you are so bold, don't mind making a few enemies, and feel that the shop is a repeat violator and you have the ability, you can try taking a few discreet pictures to document the conditions. Also, put a call in to your state veterinarian to let them know of the conditions. From our experience, while it's the USDA that licenses and regulates shops, the task of actual inspection usually falls on the state vets office which is usually understaffed/underfunded. The herp society that we belong to has been kicking around the idea of offering to assist these offices on a volunteer basis if they thought it would help at all.....
