You get the beneficial light from the tube lights--at least I am assuming that you ARE using Zoo-Med or something flourescent (sp?) tube. These lights should be no more than 18" from the reptile; 12" is better.
Lights for daylight heating can be just regular household lightbulbs.
rfv suggested saving money elsewhere in the house. That makes sense *grin* They make screw-in flourescent bulbs these days that can be used in regular fixtures just like light bulbs. They use a lot less energy & put out a lot less heat, too. They are supposed to be better than those out earlier----those made food look really weird *grin*
