a walk outside

I want to tke phil outside sometimes, to get some sun, but i'm not sure if i can. It is 20 degrees c here (around 70 degrees f)
and i'm not sure if that is warm enough. there is also a cool breeze blowing. i don't want him to get chilled. There haven't een many opprotunities this summer to take him out, it's so cold up here in quebec!
Also i want to know , what kind of harness or leash works best . i don't want him to escape. he is very fast, and wouldn't survive outside alone for long. any info would be welcome. :)
