If you can find out who sponcers the fairs, there is a women at PETA who can write a letter. Also you and others can write letters and complain. It worked in VA. It works better when you write before the fairs, so they can post the new rules.
It is almost impossible to get stopped once they show up. PETA may know where the fairs are, as they often get complaints.
