You could use a motion detector, the kind that turns on lights( since it has a switch already in it ). At close range, the detector only sees a very small area. You can mask off, with tape, sections of the lens so that the detector only sees a very small section that you want it to see.
The hard part is the delayed draining and refilling, those would have to be attached to a timer that is set off by the detector.
The drain could be on one timer and the refiller could be on another.
Lets say it takes the ig 5 minutes to poop. So you set the first timer at 6 minutes. The lizard poops, the drain slowly opens ( I suggest a spring loaded drain that will automatically close when the time is up ). Water drains out. After the water drains out, the refiller starts, first washing the sink out. The drain closes, the refiller is still going, thus filling the sink.
You will have to get you timing right on, or have a sink that can take some overflow, just in case.
