If it's a blue/silver color, it's probably just the start of a shed. Some iguanas tend to have blues around their neck and head areas. As they grow older most will lose this coloring, or at least fade.
Determining the age, depends on many conditions, cage size, diet, UVB lighting,... I would say if it's had all the "right stuff" at 10" SVL it should be around a year.
