Chances are, your iguana is either shedding the skin on his head, or he's getting ready to. Increase the humidity in his cage a bit to help him shed easier and/or bath him often.

Do you mean 10" from the tip of his nose to the end of his tail? Or from the tip of his nose to his vent (cloaca)?

It's generally not possible to tell how old an iguana is from his size. Some less healthy iguanas are small and stay small. (The term is stunted). A healthy iguana with a good diet and lots of sunlight of full spectrum lighting will be bigger, sooner.

A neonate iguana usually ranges from 4 to 7 inches.
