Sterile potting soil, topsoil??

I asked people at Lowe's about this, they looked kinda confused.
So I asked for something with no chemicals and fertilizers and they said
Topsoil?? Is this as good as sterile potting soil, ok to use this. Thought
I would ask the great forum people, before buying. Thanks.
Cage being constructed tomorrow, can't wait! I will post pics of it soons as possible, already
sprayed my branches(2 gigantic ones) down with bleach/water.
After spraying do I need to rinse with water? Thanks again.
