You mention that he likes his bath but NOT being submerged. Will he go in the tub if it's empty?
How do you bath him? A Sponge? A Cloth? You're hand?

From a bucket of water?

If I have some more idea of what he likes I may be able to figure a way to use that as positive reinforcement in liking a bath.
