Can you tell if this is just part of his coloration?
Or could you have a problem with mites? For info on this try http://www.sonic.net/~melissk/mites.html
Or is it possible that he may have gotten a thermal burn where he was before you had him by brushing against something hot?
If you think it is a burn, you can treat it yourself initially. If home treatment shows no improvement or you think it is getting worse, a trip to the herp vet is warranted. To treat a burn you may first disinfect with diluted hydrogen peroxide (at least that's my first choice), pat dry with clean cloth then apply a bit of antibiotic cream such as Neo-sporin or Mycitricin (I just slaughtered that spelling LOL)....it's the ones that are "triple antibiotic". I'd do this daily for a week at which time there should be marked improvement.
Good luck!
