There's not a whole lot of choices that are safe....unprinted newsprint, paper towel, good quality outdoor carpeting (I prefer the felt type). In large enclosures I use linoleum. You can also purchase large rolls of white paper table cover, used for banquets and such, and cut to size. Avoid any kind of particulate substrate that can be ingested.
