I don't know this personnally, but I read that sometimes getting an abcess is just a symptom to an underlying problem. If that is the case then amputating the tail won't stop what is really wrong.

I agree with jbug, almost any vet can run tests including fecal and blood work, its what they do after that requires more knowledge.
