Did you actually talk with the teacher in question or did you just see the iguana? If you give him the printed out information and very firmly state that he has an obligation as a science teacher to teach the proper care of any animal in his care. He may just not be listening to students. If he looks disinterested in what you have to say, then just leave him with the comment that you will not sit by and watch an animal die from cruelty. State that you will be back to check.
Can you possibly walk into his room loaded with a heating pad, basking lamp, and a dish of good food. While talking with the teacher just go about your work in making the little one comfortable. Maybe just go ahead and take him out and give him a soak too. Its amazing how people act when they know you aren't fooling around.
