Of course that depends on what you mean. The pic doesn't need to on a site, just uploaded onto your internet service provider's (ISP) computer. Your ISP would have given you a password and address on their computer. This address is still considered a URL address.

Most ISP's give you space on their computer just for signing with them. Check with your provider and they should be able to help you. You will also need a software program that uploads files to your provider.
