do you have access to a yard (or a basement?)? i'd definitely soak that cage with a major bleach solution .... let it dry and then do it AGAIN ....maggots-YECH
Sunshine is also a disinfectant, so leave it out in the yard to dry if possible .....
i used polyurethane to seal iZ's house (before he got his own room) and that worked well ... just make sure it's COMPLETELY AIRED out before you move the ig IN!!!!!!those fumes can be wicked, even after a couple of days! i let iZ's air out a good week with a fan to move the fumes after the sealer had dried ......
as a PS... i'd also STRONGLY reccommend a trip to the rep. vet soon!!!! if the cage had maggot, the poor ig may very well have parasites too .....
