Sick Iggy

I have a peoblem. I have two iguanas and recently one of them has started turning brown. At first he looked as he always did before shedding. However that was three weeks ago and he has not shed. The color has not gotten worse, but it has not gotten better. The other Iguana looks completely normal and the two are sharing the same enclosure, fed the same food and receive the same care.

Any ideas on what is wrong and how I can treat it?
