i agree with Joan that you need to discuss this with a vet + have your ig seen ~ preferably ASAP ...

the only thing i can think of that it may be (besides a respiratory infection) is that it sounds like he is having difficulty swallowing + either his tongue and/or his throat is swollen ... in either case tho, he needs to be seen + treated by a herp vet ... igs don't get "just a sore throat" it indicates something else is going on ...
