Gwen, most colleges have to abide by state health laws, which are enforced by the state's Health Department. In nearly all states,if NOT all, state codes do not allow animals, other than assistance dogs, in public places where anyone eats or sleeps, and most colleges and universities are public institutions, since they are funded, at least in part, by tax dollars. This is not on the premise that animals would frighten people or keep them awake, but on the premise that they constitute a health threat, in the form of zoonotic diseases and parasites. I understand your concern, though, since I kept a ferret and a red-kneed tarantula in my dorm(a long, long time ago LOL) and would have problably filled the whole place with critters if I'd been able to get by with it, and I still don't understand why most allow fish, but not air-breathing animals, when an unkept fish tank would seem to me to be both a public nuisance and a health threat in inself!
