Iguanas cannot fly legally under the seat in front of you anywhere in the US.
Sometimes an airline will tell you it is OK but that is because
that person does not know what they are talking about and just figure the rules are
the same for dogs/cats and other domestic pets.
In fact an iguana cannot even fly on a plane that is for commercial human use. You have to ship on a cargo plane (temperature controlled one, that is)
