If all else fails or no one will help, go to the media. I realize that you don't live there and this may be difficult. You might look for websites for the town or state and start there by e-mailing officials. The state should have a Fish and Wildlife Division. That may be a good place to start your inquiry on how to stop this owner's abuse.

: Maybe others will have more (better) ideas for you. I know that we all wish you luck and perhaps there is someone out there in NJ who can add their voice to yours and get this person stopped.
