Does your baby sleep soundly??? If so, try quietly laying a water washcloth on her tail area that needs soaking while she's sleeping. Make sure you wait a few hours so she's in a deep sleep. I know with Lola, you almost have to set off a firecracker before she'll wake up in the middle of the night.
If you can get the washcloth to lay on the area for about an hour or so, then go back in and quietly try to remove the old skin. If this trick doesn't work, dab some oil on the areas, and give it a couple hours to set in, then gently try wiping the skin off.
