It's a good chance that just about every educated iguana owner will keep their iguana no matter what. Unless they don't feel their iguanas are their "children", then for those, they will probably look for help or someone to take their iguanas outside the NY city area. The ones who are NOT so educated will either ditch them or drop them off at a animal shelter. At the present time, released iguanas into the wild in the US is common practice. A few make local headlines but for the most part, you don't hear much about them. Just like uneducated dog owners who just drop off unwanted dogs along the road side, we have uneducated iguana owners doing the same thing. One small problem with this, iguanas won't make it past the first month of winter in most states that are just north of the southern most states. If they could survive....you'd be hearing alot more in the newspapers about "wild" iguanas running around.
