It depends Matt. Is he 13 too? If his parents agree, and will help him out finacially for the iguanas food, and vet bills, and socialization then I would say go for it. But his parents would have to be involved a lot, green iguanas are a million times harder to care for than leopard geckos, and I wouldn't recommened them as a first time pet to someone so young.
But if his parents are reptile lovers as well, or if they have even agreed to help him pay for everything he will need then it should be o.k.
A good idea for your friend would be to tell him to look into adopting an iguana, a lot of times you can ask for friendly, very social iguanas (even young ones!) so the task of taming a small one, or getting an aggresive male won't be a large probablilty. It might help if his parents know the large expensive lizard they are going to be living with is already quite social.
It really depends on what his family situation is. My young sister would most definitly be allowed to have an iguana as my family is a bunch of reptile/pet lovers and it would be a family responsibility, although my sister couldn't have one on her own, or care for one, my whole family could. A young person has no way to pay for vet visits, food, building materials, lights etc. And most likely wouldn't be able to handle an iguana should it turn out to be a male who has a nasty breeding season, or a female who has trouble when she becomes gravid, if an adult is not a major holder of the responsibilitys.
