I built my iguana a 6 by 4 by 4 for under 150 though. And it works efficently, and gives her room although now she is getting a larger cage custom made.

Materials can be bought and found at garage sales, "penny savers" are a great way to find almost everything for under 100 bucks. I am considered buying her cage a glass sliding door in good condition, for less that 75 dollars but later it wasn't included. Also people often sell plywood, sealants, plexiglass and other materials for cheap!
