Also if the ig looks like that it probably is dehydrated and hungry. You can make a slurry with Ensure (the liquad vitamin supplement) and either pureed greens or baby food. Hopefully it will eat on it's own. If not try placing a drop or two its lips and see if it will lick it off. If all else fails, you can get a medicine syringe, the kind used to give medications to infants (no needle), and inject a drop or two on to its tongue. This can be tricky and you have to be really careful so the ig doesn't inhale it and aspirate. Pedilyte (for infants who are dehydrated) also works well on dehydrated igs.

Since you are in CA it should be sunny. Since you don't have the proper lights it is important the ig get natural sunlight at least 15 minutes per day. This is so they get the UVB light they need to properly digest their food. They cannot get proper UVB light through glass so you will either have to set him in an open window or take him outside. Be careful taking him outside as you probably don't have a leash. Also be sure if you take him outside there is a shady spot he can go to if he starts to get too hot. Don't leave him alone outside, or you may lose him too.

He will need heat also to stimulate his appetite. You can use a human heating pad for this (not the best method but better than nothing) place a towel over it and be sure it is set on low. Better yet would be overhead heat provided by a light bulb.
