If they are both around the same size, they should be ok for a short period of time. The danger is trying to keep them that in the long run, because the iguana will very quickly be many times the size of the water dragon. Iguanas also tend to get territorial as adults. It is irresponsible for petco to display them together, as an uninformed consumer may consider keeping them that way, but the animals are probably in no immediate danger.
