Its been awhile since 1946. I believe (based on surface non-scientific data)that the Sd's and all coastals should have a bag limit and people allowed to keep and breed them. We (society allows for the hunting(bag) of threatend and endangered mammals all the time. if any animal isn't in "immedeate' threat of going extinct I believe Human selfishness works well to promote a species survival. just look to the african elephant.
As far as rights, i made that comment becaus ethe bill of rights is specific. I'm glad you saw my point. I would extend that thought to animals. When they take up arms and write a constitution, they too can assert rights!
