HL not looking so good

My adult HL has been hibernating since for a few months but lately doesn't wake up at all even with handling. He doesn't move from the spot when I put him back in the tank. He seems to be much thinner than when he started hibernating and I'm afraid he's getting dehydrated. He was in the waterdish the other day and now it looks like a big piece of skin where his neck meets his chest is coming off. He had shed completely before hibernating and there weren't any open wounds when it was complete. The room he is in is rather warm,his light is kept off. He gets a few ants when he wakes up and is looking for them but he hasn't been that awake in several weeks. Any suggestions would be appreciated. Is there a way to bring him out of hibernation so he will start eating again??
