The San Diego Horned Lizard has been listed as endangered for 20 years now. In the last 20 years it has seen the greatest decline since it's existance. The problem doesn't lie with the capture or trade of the species which is basicaly what CITIES is. It lies in land disturbance by humans. Instead money and energy need to be focused on purchasing land for preserves for the species. Jeff
