You can find care sheets ar these sites, they all are a bit different, but will get you on the right track.

I believe there are three different species that can be owned without a permit, the most common and easiest to care for is the Phrynosoma platyrhinos.
Captive breed HL's are very hard to find and there is usually a waiting list. You can expect to spend around 100 dollars.
However, there are a few sites listed in this forum where you can purchase wild captured for 30 or 35 dollars plus shipping.
