The Horned Lizard you have is NOT native to western Washington!
I live in the Seattle area also. There are some in eastern Wa.
but they are rare. I would take him to the desert area just out
of Coulee City, toward Summer Falls, and let him go. They do
exist there. The only other possibilty may be, giving him to the
Woodland Park Zoo, they will take good care of him.
If you are not sure whether or not he is feeding, you need to do
something right away! don't just let him die.
Sounds to me like he just "got away" from somebody.
