Should you not be able to qualify you should then take issue with why Heloderms are included based on the currently accepted scientific evidence supporting the notion that although painful, the bite DOES NOT pose a life threatening risk based on the history of over 400 years eastern historically minded "civilized occupation" of the western hemisphere, which just so happened to take place nearly right from the start within the known range of Helodermatidae. The simple fact is that there are NO known deaths that can be attributed to a Heloderm bite alone in all of this time. Heloderma venom is meant more to teach a lesson than to subdue. The burden of justifying the law as written in code will be upon the legislature and those who advise them. If you can gain enough support and hit them with the complete and up-to-date facts it will be hard for them to ignore you.
:Good luck, and don't let 'em wear you down. They don't call it "bureaucracy" for nothing. It could easily take you a couple of years to accomplish after you learn just what steps you need to take and in what order... BUT IT CAN BE DONE!!!
