I personally wouldn't recommend letting your snake loose on a fence in order to increase it's activity. How active is the snake? What are the temps like in it's cage? How often do you feed the snakes? Maybe they are behaving normally, as this particular species is fairly inactive. You need to provide us with detailed information in order for us to help.
