Rack

I'm going to make a rack systems for my kingsnakes and rats and a few other types, that I have, but what would be a good, efective, and cheap way to heat it. I will have the racks in my animal building and it stays at about 75 F in there so i won't need to much heat. I thought about that heat tape, but is there anything cheaper, and betteer?
