Ultrasonic Fogger Soaks Cage! Help

I'm using an ultrasonic fogger in a 10 gal aquarium on a timer. It turns on twice daily for 30 minutes to increase the humidity in my baby amazon tree boa's encolsure.

The problem I have, is I am using newsprint as a substrate - and the fogger has a tendency to "splash" a large amount of water out of the water bowl and onto the newsprint substrate, sides of the walls, on the snake, its hide, outside the top of the aquarium etc. It's functioning as designed - as I've seen them working before, but I've only seem them in demos where it doesn't matter what gets wet...

I was wondering if there was any technique to these foggers which will prevent them from splashing all over the place.

Is it safe to simply not use a substrate (newsprint in this case) with amazon tree boas as long as a decent hide is furnished?
