Keeping snakes in an apartment in violation of a lease is potentially another way to help sensationalize this hobby in a negative way. Should one of your snakes escape and wind up in a neighbors apartment, and that person contacts the authorities which in turn attracts media attention - whoops!
Not only does it have the above potential, but also opens you up to law suits from neighbnors, and the building owner. It also puts you in jeopardy of being evicted.
As far as your situation goes, do what you decide. As far as other people's situations go, look at the lease/rental agreement before you put down any money.
