I'm not a keeper of Uroplatis but assuming they're a 1.1 pair I would say it could be a sign of courting. Both my Leopard geckos and fat tails wave their tails around in courtship and a couple of times I've also seen the male do a very fast quivering tail shake as well before they mate. It can also be like the others said a sign of aggression.
