Croc laws in St. Louis, MO

Does anyone here live in St. Louis or know the laws, for sure, on keeping Crocs? I've talked to the Humaine Society, Animal Control and Missouri Conservation but no one gives me the same answer. I've been told that if it's under 3ft you don't need a permit, I've been told that no such permit exists and I've been told "I don't know". Needless to say I'm confused. Any help at all would be greatly appreciated.
