Those are San Francisco garter snakes (T.s.tetrataenia). They're native to San Mateo & portions of Santa cruz counties in California. They're a Federally & State protected species, so it's illegal to own one here in the US. But overseas in Europe & Canada I believe they can go for several hundred dollars apiece.
